Ethics Training To Be Mandatory For Some Contractors

“Government business shall be conducted in a manner above reproach and, except as authorized by statute or regulation, with complete impartiality and with preferential treatment for none. Transactions relating to the expenditure of public funds require the highest degree of public trust and an impeccable standard of conduct. The general rule is to avoid strictly any conflict of interest or even the appearance of a conflict of interest in Government-contractor relationships.”

This language comes from a proposed amendment to Federal Acquisition Regulations that govern federal contracts involving the Department of Defense, General Services Administration and NASA. Contractors that are bidding for contracts that are more than $5M will have to show evidence of an internal employee ethics and compliance training program. Michael Payne from Payne Hackenbracht & Sullivan discusses this issue and provides links to the relevant documents in PDF format.

Will this requirement trickle down into the private sector? Will general contractors be required to provide ethics training to their employees in order to bid on contracts? Somehow, I doubt it.
